Without planning permission, the sub-division of the flat to form two self-contained units of residential accommodation.  The requirements of the notice are: Restore the land to the state in which it was prior to the breach of planning control by converting the dwellings back into a single flat and fully removing the (sic) all but one set of kitchen facilities (including kitchen units, sinks, cookers and food preparation areas.  The period for compliance with the requirements is four months.  The appeal is proceeding on the grounds set out in section 174(2)(d) of the Town and Country Planning Act 1990 as amended
