Without planning permission, the material change of use of a single family dwelling-house, to a house in multiple occupation.  The requirements of the notice are: Cease the use of the property as a House in Multiple Occupation; and Remove the fittings and alterations (including locks on doors and kitchen and bathroom fittings) that have been installed to achieve the use of the property as a House in Multiple Occupation.  The period for compliance with the requirements is three months after the notice takes effect.  The appeal is proceeding on the grounds set out in section 174(2) (a), (c), (d), (f) and (g) of the Town and Country Planning Act 1990 as amended
