Without planning permission, alterations at first floor level at the front of the building facing Harrington Road comprising the erection of unauthorised steel scaffolding tubes to the existing ornamental stone balustrade to create a means of enclosure for the flat roof area.” The requirements of the notice are: “1. Remove the unauthorised steel scaffolding tubes from the front of the building as shown in photo 1 [; and] 2. Restore the front elevation to its former condition.” The period for compliance with the requirements is one month. The appeal is proceeding on the grounds set out in section 174(2)(a), (c) and (g) of the Town and Country Planning Act 1990 as amended
