use of land for formation of caravan site, erection of warden’s bungalow and formation of new fishing lake without complying with a condition attached to planning permission Ref N/34/1147/02, dated 20 December 2002.  The condition in dispute is No 4 which states that: The static caravans hereby permitted shall be occupied as holiday homes only and not used as residential accommodation as a main residence.  The reason given for the condition is: To ensure that none of the caravans is occupied as permanent dwellings contrary to the rural housing policies of the Local Planning Authority
