without planning permission the erection of an outbuilding containing two self-contained residential units at the rear of the premises.  The requirements of the notice are (a) cease the use of outbuilding as two self- contained residential units; (b) demolish the outbuilding; (c) remove from the land all fixtures and fittings, debris and general detritus resulting from the works.  The period for compliance with the requirements is 11 January 2017.  The appeal is proceeding on the grounds set out in section 174(2) (f) and (g) of the Town and Country Planning Act 1990 as amended. Since the prescribed fees have not been paid within the specified period, the application for planning permission deemed to have been made under section 177(5) of the Act as amended does not fall to be considered
