the erection of a bungalow and domestic garage without complying with a condition attached to planning permission Ref 2/25/87/00743/O, dated 10 November 1987.  The condition in dispute is No 6 which states that: The occupation of the dwelling hereby permitted shall be limited to a person solely or mainly employed, or last employed, in the locality in agriculture as defined in section 290 of the town and country planning act, 1971 (as amended) or in forestry, or a dependant of such a person residing with him or her, or a widow or widower of such a person.  The reason given for the condition is: The proposed development is contrary to the planning policies for this area and is approved solely because of the over-riding special circumstances relating to this case
