The condition in dispute is No 26 which states that: “Prior to occupation of the development hereby approved, full details of the retention of the existing recycling facilities for glass, cans, paper and textiles shall be submitted to and approved in writing by the Local Planning Authority. The approved facilities shall be installed on site ready for general use prior to the development being brought into use.” The reason given for the condition is: “In order to ensure adequate facilities in the interests of general amenity and n (sic) the interests of energy efficiency
