use of land for siting of one residential caravan and three holiday caravans and installation of septic tank without complying with a condition attached to planning permission Ref H 23/628/81/1271, dated 8 September 1981. The condition in dispute is No 1 which states that: “The occupancy of the residential caravan hereby permitted shall at all times be restricted to the applicant.” The reason given for the condition is: “The site is in a rural area where it is the policy of the local planning authority not to permit residential development except in the interests of agriculture or where related to the use of the land. This permission has only been granted having regard to the circumstances of the applicant and this condition is imposed accordingly
