Cease the use of the upper floors as flats; 2. Remove all fixtures and fittings facilitating the use of the upper floors as flats and 3. Remove from the land all resultant debris carrying out steps 1 and 2 above.  The period for compliance with the requirements is six months after the notice takes effect.  The appeal is proceeding on the grounds set out in section 174(2) (c), (f) and (g) of the Town and Country Planning Act 1990 as amended
