the erection of 2.4m high security fencing to the boundary to replace existing, without complying with a condition attached to planning permission Ref 15/508164/FULL, dated 15 December 2015. The condition in dispute is No 2 which states that: Following erection of the fencing hereby approved, a hawthorn hedgerow shall be planted in the first available planting season in the position shown on drawing no: LFM/03 rev B in accordance with the details set out in e-mail received on 26th November 2015. The hawthorn hedgerow shall be maintained for a period of 5 years and any plants becoming dead, dying or diseased in this period shall be replaced by one in the same location of the same size and species.
