What decided it

The proposed access would result in a clear highway safety improvement through improved visibility splays and the ability to enter and exit in a forward gear, with no conflict with the overarching aims of highway safety policy.

The manifest highway benefit of improved visibility and forward gear access outweighed the conflict with Policy 18.12, which carried minimal weight due to its inconsistency with national highway guidance.
