The appellant's failure to demonstrate through adequate financial evidence that the agricultural enterprise was profitable and financially sound with a clear prospect of remaining so, as required to justify a permanent dwelling.
The benefits of the dwelling's carbon-neutral design and policy support for farm diversification were insufficient to outweigh the conflict with the development plan and the harm to landscape character that would arise from permitting a permanent dwelling not shown to be viable.
