What decided it
The less than substantial harm to the significance of the listed building and conservation area, when weighed against the limited public benefits, could not be justified under Framework paragraph 202, and the proposal conflicted with the development plan on multiple grounds including heritage, affordable housing, infrastructure and living conditions.
The less than substantial harm to the heritage assets and the failures to provide adequate affordable housing, infrastructure contributions and suitable living conditions outweighed the limited benefits of five additional homes and town centre living, resulting in dismissal of the appeal.
