Main issues, as the Inspector framed them
- Whether the appeal site would be a suitable location for new housing
- The effect of the proposed development on the character and appearance of the site and the surrounding area
What decided it
The site is located in open countryside beyond the settlement boundary and fails to meet any of the policy exceptions for new housing, and the proposal would cause unacceptable harm to the character and appearance of the area and the setting of the conservation area.
The minimal public benefits of a single small self-build dwelling and temporary construction employment were insufficient to outweigh the identified harm to character, appearance and conservation area setting.
