What decided it

The siting and appearance of the proposed 15-metre pole would cause unacceptable harm to the character and appearance of the area by standing out as an incongruous and alien feature not respecting the existing scale and slope of Higham Road, and the appellant had not adequately demonstrated that less harmful alternatives had been properly explored.
