What decided it
The clearly established essential functional need for a resident rural worker at each farm, which together with economic benefits amounted to very special circumstances clearly outweighing the Green Belt harm.
The substantial harm from inappropriateness and loss of openness/encroachment in the Green Belt was clearly outweighed by the substantial weight given to the essential functional need for the dwellings and the moderate weight given to economic and rural service benefits, so very special circumstances existed justifying both appeals being allowed.
