The absence of an agreed comprehensive masterplan under Policy 36, combined with unresolved significant harm to biodiversity and visual harm, represented a fundamental conflict with the development plan that was not outweighed by the scheme's economic and biodiversity net gain benefits.
Significant weight attached to the economic benefits of meeting unmet demand and to the biodiversity net gain did not outweigh the moderate landscape harm, significant visual harm, and significant biodiversity harm from loss of the Meadow, together with the fundamental conflict with Policy 36 arising from the absence of an agreed masterplan.
