Significant weight attached to the economic benefits of meeting unmet demand and to the biodiversity net gain did not outweigh the moderate landscape harm, significant visual harm, and significant biodiversity harm from loss of the Meadow, together with the fundamental conflict with Policy 36 arising from the absence of an agreed masterplan.
