What decided it
The proposal would fail to preserve the setting of the Grade II* listed Church of St Felix by introducing a dominant modern dwelling that would detract from open historic views towards the church and diminish its historical prominence in the rural landscape, causing less than substantial but considerable harm to a heritage asset with no substantiated public benefits to outweigh it.
