The Inspector's conclusion that the proposal accorded with the development plan taken as a whole, having found no unacceptable harm to character/appearance or to the Brayton Barff SINC.

The minor harm from potential loss of best and most versatile agricultural land was clearly outweighed by the broader social and economic benefits of housing provision, and overall the scheme was found to accord with the development plan as a whole so no tilted balance was required.
