What decided it
The Council's inability to demonstrate a five-year housing land supply, triggering the tilted balance under NPPF paragraph 11(d), meant that the moderate weight given to the conflict with development plan policies was outweighed by the cumulative benefits of housing delivery and local economic contribution.
The adverse impacts of the scheme (conflict with spatial strategy, poor accessibility to services, minor harm to character and appearance) did not significantly and demonstrably outweigh the cumulative benefits (meaningful contribution to housing supply shortfall of 3.7 years, local economic benefits, low carbon design, ecological enhancements), when assessed against the Framework taken as a whole.
