What decided it

The failure to demonstrate an essential need for a permanent (rather than temporary) dwelling to support the new rural research enterprise under LP Policy DP13 and paragraph 84 of the Framework.

The limited benefits of the dwelling, construction, job creation and biodiversity enhancement were outweighed by the unproven essential need for permanent rural worker accommodation, such that the adverse impacts of granting permission would significantly and demonstrably outweigh the benefits when assessed against the Framework policies taken as a whole.
