What decided it
The removal of the first floor window would disrupt the regular pattern of fenestration characteristic of the conservation area and fail to preserve the special interest of the adjacent listed building through development within its setting, contrary to sections 66(1) and 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 and NPPF paragraph 206.
