What decided it

The covered terrace's prominent siting on the front elevation with a flat polycarbonate roof caused significant visual harm to the character and appearance of the historic stone building and area, and would exacerbate noise disturbance to neighbouring residential properties, outweighing the appellant's business viability concerns.
