The Council's inability to demonstrate a five year housing land supply engaged the paragraph 11(d) presumption, and the significant weight attached to the housing and affordable housing benefits outweighed the limited harm from conflict with the spatial strategy policies.
The limited weight harm from conflict with Core Policies 1, 2 and 4 was significantly and demonstrably outweighed by the significant weight given to housing and affordable housing delivery plus modest additional benefits, such that the presumption in favour of sustainable development applied.
