The less than substantial harm to the Wincanton Conservation Area and harm to the setting of Churchfield as a non-designated heritage asset were outweighed by the substantial public benefits of providing four family dwellings on brownfield land in a sustainable location with a housing land supply shortfall of 3.44 years.
