The Inspector's finding that a pressing and robust quantitative and qualitative need for crematorium provision existed, with no unacceptable air quality, highway or other impacts, meant the proposal complied with the development plan as a whole.

The limited harm from loss of agricultural land was not sufficient to outweigh the proposal's overall compliance with the development plan.
