The adverse impacts of granting permission in principle, arising from conflict with the spatial strategy, were limited and did not significantly and demonstrably outweigh the benefits of contributing to housing supply in a location with adequate sustainable transport accessibility, when assessed against the policies in the Framework taken as a whole; the presumption in favour of sustainable development weighed heavily in support.
