What decided it

The appeal site is not situated within the built-up area as defined by policy and therefore cannot constitute suitable infill development, and the proposal would cause harmful urbanisation of open countryside.

The modest contribution to housing supply and modest economic benefits were afforded moderate and limited weight respectively, but these did not outweigh the conflict with the development plan regarding location suitability and harm to character and appearance.
