The proposed outbuilding, by its overall mass and height, cannot be considered subservient to the host property and would represent an adverse visual intrusion beyond the existing built form, contrary to Policy HP3 and the SPD requirement that outbuildings be smaller in scale and clearly ancillary to the house.
