The Inspector was not convinced that the agricultural business was financially sound enough to justify a permanent occupational dwelling, and found the proposed location divorced from the farm steading and harmful to the setting of the listed Biggins Lodge Farmhouse.
the modest public benefits of sustaining the rural business did not outweigh the less than substantial harm to the setting of the listed building, and no material considerations outweighed the identified harm and conflict with the development plan as a whole
