What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with evidence that planned growth in Carleton will not be delivered, triggered the tilted balance under paragraph 11d) of the Framework, and the public benefits of housing delivery outweighed the less than substantial heritage harm.
The adverse impacts of the development, comprising encroachment into countryside and less than substantial harm to the listed building and conservation area, do not significantly or demonstrably outweigh the benefits of housing delivery, settlement growth, accessibility, support for local services and facilities, and economic benefits, when assessed against the policies of the Framework taken as a whole
