• Whether the development would preserve the setting of the Buildings of Central Somerset mural which is Grade II Listed, the setting of Street Conservation Area, the setting of Crispin Hall which is Grade II Listed, and the setting of a number of other non-designated heritage assets on Leigh Road
• Whether the parking provision for the development is sufficient having regard to the accessibility of the appeal site and highway safety
• Whether satisfactory access can be achieved from Leigh Road
• Whether the proposed development would constitute overdevelopment in design terms
• The effect of the development on phosphate levels in the Somerset Levels and Moors Ramsar site

What decided it

The public benefits of the scheme, including significant housing delivery (particularly specialist older persons' housing) in an area able to demonstrate only 2.21 years' housing land supply, outweighed the less than substantial harm to designated heritage assets.

The less than substantial harm to the significance of the mural, Street Conservation Area, Crispin Hall and non-designated heritage assets was outweighed by the public benefits of housing delivery, specialist older persons' accommodation, an affordable housing contribution and economic benefits.
