What decided it

The substantial weight given to the delivery of new homes, including a significant number of affordable homes, in the context of the Council's inability to demonstrate a sufficient supply of deliverable housing land, outweighed the design shortcomings and limited conflict with the development plan.

The design shortcomings and limited conflict with development plan policies were outweighed by the substantial benefits of delivering much-needed homes including affordable housing, with the presumption in favour of sustainable development applied under NPPF paragraph 11.
