What decided it
For the primary appeal (A), the cumulative less-than-substantial harm to the Grade II* listed building's significance (loss of pews, organ, gallery enclosure and historic window glass), attracting very considerable weight, was not outweighed by the public benefits of the change of use.
The public benefits of the scheme (provision of one dwelling, economic benefits from materials, renewable energy benefits, and securing the optimum viable use) were outweighed by the less-than-substantial harm (at the higher end of that scale) to the highest-significance Grade II* listed building caused by the scheme as a whole and the individual alterations to windows and security equipment.
