The localised harm to character and appearance and the limited negative weight from intentional unauthorised development were clearly outweighed by the significant weight given to the lack of a 5-year pitch supply, the absence of alternative sites, and the substantial weight attached to personal circumstances, so the conflict with the development plan was outweighed by other material considerations.
