Main issues, as the Inspector framed them
- The effect upon the character and appearance of the area, having particular regard to the siting of the proposed tallest buildings
- The effect upon the Strategic Road Network (SRN), having particular regard to whether or not there would be a severe residual cumulative impact
What decided it
The Inspector concluded that neither of the Council's original reasons for refusal - character/appearance harm from building siting, nor a severe residual cumulative impact on the Strategic Road Network - was substantiated by the evidence.
Having found no harm to character and appearance and no severe residual cumulative highway impact, and with the scheme found to accord with the development plan as a whole, no other material considerations weighed against granting permission.
