What decided it

The proposed external wall insulation material, having a very even colour, tone and finish throughout, would not be of similar appearance to the existing brick walls with their noticeable variation in texture, colour and visually uneven finish, and therefore fails to satisfy condition A.3(a) of the GPDO.
