What decided it
The absence of a five-year housing land supply and the sustainability of the site's location adjacent to Yeovil's built extent meant that the presumption in favour of sustainable development indicated permission should be granted despite the landscape and visual harm and conflict with the development plan.
The delivery of six dwellings to address the housing supply shortage (great weight) outweighed the landscape character and visual harms (which would not significantly and demonstrably outweigh the benefits when assessed against Framework policies as a whole), with reduced weight given to the locational conflict with the Local Plan due to the absence of a five-year housing land supply.
