The less-than-substantial harm to the conservation area and non-designated heritage asset, afforded considerable weight, was not outweighed by the limited public benefits of housing provision and other minor benefits; the shortfall in housing land supply engaged the tilted balance but the harm to heritage assets of particular importance provided a strong reason for refusal.
