What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the presumption in favour of sustainable development under NPPF paragraph 11(d), and the limited harm from the unsustainable location did not significantly and demonstrably outweigh the benefits of providing a new dwelling.
The limited harm from car dependency and unsustainable location (modest compared to approved second home use) was outweighed by the benefits of housing delivery consistent with the Framework, applying the tilted balance under NPPF paragraph 11(d) due to the Council's inability to demonstrate a five-year housing land supply.
