What decided it

The absence of detailed visual and construction information regarding the roof replacement meant the Inspector could not be satisfied the proposal would preserve the special architectural and historic interest of the listed building or the character and appearance of the conservation area, and therefore took a precautionary approach to dismiss the appeal.
