What decided it
The presence of Great Crested Newts in the red risk zone with confirmed populations in nearby ponds and connectivity to the site, combined with the absence of upfront surveys or a secured district level licence, meant the Inspector could not be certain that sufficient mitigation measures would avoid harm to protected species, contrary to policy 4 of the Core Strategy and paragraph 193 of the NPPF.
