The substantial undersupply of housing land (2.84 years) engaged the tilted balance under NPPF paragraph 11d), and the benefits of re-using a redundant building and contributing to housing supply outweighed the harm from isolation and car dependency.
The harm arising from reliance upon the private car for the single dwelling proposed does not significantly and demonstrably outweigh the benefits of housing supply and building re-use when assessed against the policies of the Framework, therefore the presumption in favour of sustainable development applies and weighs in favour of allowing the scheme
