What decided it
The Council's chronic 2.4-year housing land supply engaged the paragraph 11d)ii) tilted balance, and the significant benefits of housing delivery were found not to be significantly and demonstrably outweighed by the limited landscape and locational harms.
The significant weight given to market and affordable housing delivery, together with moderate weight for the Community Hall, biodiversity net gain and SANG, outweighed the limited weight given to conflict with the settlement strategy (CSSP2) and moderate weight given to landscape harm (CSSP18), such that the adverse impacts did not significantly and demonstrably outweigh the benefits.
