The substantial benefits of market and affordable housing delivery, together with moderate economic and recreational benefits, significantly and demonstrably outweighed the limited weight attached to conflict with the spatial strategy and the moderate, localised harm to character and appearance, so the tilted balance favoured allowing the appeal.
