The appellant failed to demonstrate that it is essential for a rural worker to live permanently at or near their place of work, as required by RLPS Policies SP1, SP2, SP9 and SP21 and the Framework.
Although the development would not cause harm to character and appearance and would provide suitable living conditions, these benefits do not overcome the fundamental conflict with key policies directing development to sustainable locations and restricting isolated homes in the countryside to those with demonstrated essential need for rural workers; the adverse impact of this conflict would significantly and demonstrably outweigh the minimal benefits of the proposal.
