The adverse impacts arising from the site's location outside Development Limits and accessibility constraints, together with conflict with development plan policies, were outweighed by the significant benefit of delivering 32 additional dwellings to address the Council's substantial housing land supply shortfall, the moderate benefit of affordable and custom/self-build housing provision, and modest economic and community vitality benefits.
