What decided it

The existing barn is substantially enclosed with sound structural framework and walls, making it fundamentally different from the skeletal building in the Hibbitt case, and the proposed internal partition wall is reasonably necessary to subdivide the dwelling and does not constitute development requiring explicit permission under the GPDO.
