What decided it
The very significant harm to highway safety arising from the complexities of the proposed access junction, which the Inspector was not persuaded could be resolved, tipped the overall balance against the proposal.
The significant benefits of housing delivery, self-build provision, economic activity and biodiversity net gain were outweighed by moderate harm to character and appearance, less than substantial heritage harm, and very significant harm to highway safety, together with conflict with the development plan and the NPPF, such that the harm significantly and demonstrably outweighed the benefits.
