The adverse impacts to character and appearance, afforded considerable weight, significantly and demonstrably outweighed the moderate weight given to housing supply benefits and other considerations, despite the engagement of the tilted balance under NPPF 11 due to the Council's inability to demonstrate a five-year housing land supply.
